An IP address is a numeric identifier for a computer or other device attached to a computer network such as the Internet. Most IP addresses for domestic Internet users are "dynamic" - they are allocated on a temporary basis and may change if you disconnect from then reconnect to the Internet. However, most ISPs will allocate a fixed IP address on request, possibly for a charge.
There are arguments for and against having a fixed IP address. This is not the place to discuss them!
